If you're like me and you do a lot of command line work (on windows) you might be interested in this http://tech.xster.net/tips/quake-style-drop-down-terminal-for-windows/
There's a similar tool for *nix systems, not sure on the name. something like tilda.
EDIT: Just an fyi, by default it's set to ctrl+` however, if you set it to just ` then you'll encounter issues if you try to open a console window in black ops or what ever, because pressing ` would just bring your shell to the front, minimizing your game.
