I have been water cooling since 2008, If you need ideas I can tell you what will work and what won't. Where the best places are to get you stuff and how it has changed over the years. I will tell you this it is a know fact that the new i9 7900 best over clock on air is around 4.7 but temps are in the 60 c range but with a good water block and radiator your looking at the 40's. I can clock mine into 5.2 but to me it doesn't make since to go that high I like 4.6 and my temps are never over 36 c gaming. that is cooler than any air cooled i9 7900 stock clocked. Same thing with the video cards I run mine in K boost with EVGA Precision on all the time and my cards live at 28 to 29 c and when gaming they run at no higher then 34 c.
